Catherine MacLeod

Catherine MacLeod is the Executive Vice-President, second to the president. In this role, Ms. MacLeod provides strategic leadership and direction to articulate and advance an integrated vision for CIHR. She leads horizontally to execute the associated strategies to achieve results. Catherine advises the president and Governing Council on matters related to governance, financial and corporate risk management. Catherine is responsible for strategic policy, government affairs and planning. She also oversees finance, together with other corporate functions.

As Executive Vice-President, Catherine engages key stakeholders in research, health, and philanthropic sectors to inform CIHR's delivery of its mandate with a focus on equity, diversity and inclusion.

Catherine is an experienced senior assistant deputy minister, with broad service in core departments, separate agencies and the parliamentary domain. Areas of experience include health, justice, research and social policy. Just prior to joining the CIHR, Catherine was engaged in research knowledge mobilization to parliamentarians, as leader of the highly regarded Parliamentary Information and Research Service (Library of Parliament). Previously, Catherine held the position of Associate Assistant Deputy Minister for the Health Products and Food Branch at Health Canada - a major federal regulatory function. She has held senior executive policy and program roles at Justice Canada, the Canada Revenue Agency and Health Canada.

Catherine holds a Master of Philosophy in Politics from Exeter University in the United Kingdom and a Bachelor of Arts – Honours in History and Political Studies from Queen's University. She was selected by the Deputy Minister of Health for the Certificate Program in Public Sector Leadership and Governance at UOttawa. Catherine originates from Montréal, Québec and is fluently bilingual. She is deeply committed to serving Canadians.
